Online Service Agreement

After a member applies for service, a Service Agreement will be sent by mail to be signed and returned to the Flint Hills' office.  In lieu of the paper agreement, this online "Service / Membership Agreement" form can be used for transferring of service from one account to another. The undersigned (hereinafter "Customer") hereby makes application to Flint Hills Rural Electric Cooperative Association, (hereinafter "Cooperative") for electric service and membership upon the following terms and conditions:
   
  1.) MEMBERSHIP:  The Customer, by becoming a member, assumes no personal liability or responsibility for any debts or liabilities of the Cooperative, and it is expressly understood that Customer’s private property cannot be attached for any such debts or liabilities.
     2.) PAYMENT:  The Customer will, when electric energy becomes available, purchase from the Cooperative all central station electric power and energy used on the premises applicable to this agreement, and will pay therefore monthly according to applicable rate schedules and terms stated therein. The Customer will pay the Cooperative the sum of $35.00 for connection of services, if applicable.
     3.) DELIVERY OF SERVICE:  Service to be furnished under this agreement is to be delivered and received at a mutually agreed point on the Customer’s premises.  The Cooperative's meter shall constitute the point of delivery to the Customer and the Customer will own and maintain all poles, wires, equipment and other facilities beyond the point of delivery, and Cooperative will own and maintain facilities up to and including the Cooperative's meter.  The protection of the Customer's equipment is teh full responsibility of the Customer.  Any Customer desiring protection against interruptions, phase failure, phase reversal, voltage variations, or other temporary irregularities or failure of part or all of the electric service shall furnish, on such Customer’s installation, such protective equipment, at Customer’s expense.
     4.) ACCESS:  The Cooperative will have the right of access to the Customer's premises for the purpose of installing, reading, inspection, or repairing any meters, devices, and other equipment or for any purpose incidental to the electric service supplied by the Cooperative.
     5.) SECURITY DEPOSIT: The Cooperative may require the Customer to provide credit information prior to rendering electric service.  The Cooperative may also require at any time upon proper notice, a cash security deposit in accordance with the Cooperative's Rules and Regulations.  Such deposit will bear interest and be refunded in accordance with those Rules and Regulations.
     6.) OTHER ACCOUNTS:  Meter deposit and any other credits owned by Customer or any charges or outstanding debt owed by customer to Cooperative is transferable from or to any other electric service account(s) customer may have or had with Cooperative or Cooperative’s Subsidiaries.
     7.) ADDITIONAL PROVISIONS:  The Customer will, as a member of the Cooperative, comply with and be bound by, as though fully set out herein, the provisions of the Articles of Conversion and Bylaws of the Cooperative, Rules and Regulations, Policies, and Rate Schedules as may, from time to time, be adopted by the Cooperative.
     8.) WIRING:  The Customer will cause his premises to be wired in conformance with the National Electrical Safety Code and all applicable City and County specifications.
     9.) KANSAS COUNTRY LIVING MAGAZINE-Flint Hills RECA provides a monthly newsletter, published as a center section in Kansas Country Living Magazine.  This magazine is sent to all active members of Flint Hills RECA as a means of keeping members informed of business and news about the cooperative.  Flint Hills RECA will publish notices and information affecting members, such as changes in rates, annual meeting dates, and energy saving articles in this section.
    10.) TERM:  Acceptance of this application by the Cooperative shall constitute a binding agreement between the Customer and the Cooperative, and the contract for electric service shall continue in force from the date service is made available hereunder to the Customer and thereafter until canceled by at least seven (7) days written notice given by the Customer to the Cooperative, or by disconnection of the Customer's service by the Cooperative.
    11.) COMPLIANCE:  Failure on the part of the Customer to accept service from the Cooperative, to comply with the Articles of Conversion, Bylaws, Rules and Regulations, Policies, or to carry out the terms and conditions of this contract, shall not relieve the Customer from the payments and conditions set forth in this contract, and may lead to termination of electric service by the Cooperative.

-- PREPAY SUPPLEMENTAL SERVICE AGREEMENT--

If PrePay service is selected by the Customer, the following is also applicable to this Service/Membership Agreement:
     A) As a prepaid customer, a $25 security deposit is required.  Upon disconnection of account, the deposit plus any earned interest will be applied against any balance outstanding.  Any excess will be refunded.  
     B) An existing customer can convert to prepay.  Any existing deposit is applied toward any outstanding balance with the remaining credit applied to prepaid service.  All fees and unbilled energy must be paid before an account can be converted from post paid to prepaid.
     C) As a prepay customer, electric service will be subject to immediate disconnection any time the account does not have a credit balance.  Medical conditions and/or inclement weather will not postpone disconnection. Prepaid accounts are not eligible for payment arrangements.  Energy assistance is not applied until received as payment on the account.
     D) Prepaid customers are not subject to normal collection fees.  Payments can be made in any amount, however, service turned off due to a credit deficit will be required to pay any outstanding balance plus at least $25 for service to be restored.  This $25 is credited toward future energy use.  Prepay customers are subject to all other service fees when applicable, including but not limited to prepayment posting fee (currently $3), and returned check charges.   Service disconnected for an outstanding balance can be reconnected anytime by making a payment to an account through either the Flint Hills RECA website (see the link at www.flinthillsrec.com) or by calling the PayByPhone service at 855-940-3884.  If payment is not made electronically, then the service can be reconnected during normal business hour only (Monday-Friday, 8;00 a.m. - 5:00 p.m., excluding holidays).
     E) A prepay account can convert to post paid service, at which time the Cooperative may require full payment of deposit as a condition of continued service.
     F) At the time service is terminated, a refund of any remaining credit on the account will be issued.  At the time of the disconnection, a balance may remain due if my account has become negative, but the Cooperative has elected to withhold disconnects in the day(s) prior to the request.  This in no way releases responsibility for the balance due.
